Position Overview
Primary Function of Organizational Unit
Facilities Management, one of the operating units in the Division of Administration and Finance, exists to maintain and operate a physical environment that is conducive to learning, teaching, and research. To this end, Facilities Management is responsible for all aspects of the operation, maintenance, construction and renovation of the buildings, utilities, and grounds of the NCCU campus.
Primary Purpose of Position
Under the direction of the Associate Vice Chancellor for Facilities Management, the Director of Planning, Design and Construction is responsible for the management of capital construction projects, including programming, design, construction management and contract administration. The Director is responsible for successful execution of the University’s Capital Plan. The incumbent is charged with managing all capital improvement projects from inception to completion of all warranty work. He/she directs the Planning, Design and Construction Team in orchestrating the process of designing and constructing new buildings, infrastructure and utilities by employing design consultants and contractors in accordance with State Construction guidelines and statutes. The Director serves as the Capital Projects Coordinator for NCCU under the governance of the State Building Commission. The Director is responsible for conducting needs assessments, project feasibility studies, programming, master planning, initial cost estimates, and project justification statements. Project schematic design, design development and construction drawings are reviewed for compliance with programming requirements, aesthetics, special relationships, functionality, building codes, materials use, constructability, maintainability, life safety codes, special codes or design standards and accepted architectural standards. Position is also responsible for following through with construction management and all reporting activities. Position serves as the principle liaison for assigned projects assembling all review comments, monitoring compliance and reviewing signed change orders. May also inspect buildings for renovation, repair, and code compliance needs; conduct research into new systems and design/construction techniques; review and evaluate potential sites; write and negotiate design contracts; assess equipment needs; analyze bids; develop design standards and interview and select outside designers. The Director oversees designer selection, design, design review and approval, construction manager at risk selection or prequalification of general contractors, bidding, contracting, construction, inspection, and final acceptance. The Director is responsible for budget and payments, construction quality and schedules. He/she manages interface with end users of projects and communicates with the campus community on all capital projects. The Director is also responsible for negotiating designer, construction manager, and commissioning professional fees. Individual leads a staff of project managers, engineers, planner, HUB/Real Property Coordinator, and energy/sustainability coordinator.
Required Knowledge, Skills, and Abilities
Must show progressive management skills and abilities in the field of design and capital construction, from programming through project closeout, preferably within an institution of higher education.
Demonstrated understanding of the organization, administration, and management of an education institution or business of comparable size and complexity.
Demonstrated experience in building trust-based and customer focused relationships with other senior administrators, faculty, staff, students, regulatory agencies, exterior consultants, and community representatives.
Strong leadership and supervisory skills using sound judgment while working with all levels of personnel.
Demonstrated ability to set priorities and to plan, organize, coordinate and direct multiple projects and activities with varied deadlines.
Ability to coordinate activities of a multifaceted operation to provide effective support and services to a diverse constituency.
Ability to communicate clearly and concisely university goals, directions, and the potential impacts of decisions and policies.

Minimum Education/Experience
A Bachelor’s Degree in Architecture or Engineering;

Minimum (5) years of progressive management skills and abilities in the field of design and capital construction, from programming through project closeout, preferably within an institution of higher education.

Excellent oral and written communication skills to relate effectively to customers and employees;
A sound understanding of architectural standards and a strong sense of architectural style to ensure development and adherence to University aesthetic and design guidelines
Licenses or Certification required by Statute or Regulation
Professional registration as an architect desired.

Primary Responsibilities and Duties
Function Administrative

Project Planning and Design Administration:
Conducts preliminary engineering/architectural and planning assessments including organization of project programs, cost estimates and justifications. Initiates and manages involvement from consultants, users, regulatory agencies and others as required to define the work. Responsible for origination and preparation of OC-25’s, CI-1’s and other documents leading to creation of capital projects.
Manages the selection of design consultants working either independently or on the committee of both internal and external departmental members, including University trustees. Develops scope of contracts with consultants and coordinates with the Office of State Construction or UNC General Administration on contract requirements and fees.
Serves as University liaison with consultants and manages communication between consultants and University personnel. Settles disputes between consultants, users, and/or regulatory agencies. Personally reviews the schematic design, design development and construction document phases, while coordinating and assembling reviews by users and other department personnel, granting final approval of those products. Renders decisions affecting budgeting and compliance with University requirements.
Function Administrative

Construction Administration and Inspection:
Inspects construction for compliance with established plans and specifications, Federal and State and local building codes and University requirements. Prepares written reports of observations. Activities include: Construction inspection as noted above; Coordination of construction activities so as to minimize disruptions to University activities; Authority to accept or reject construction on behalf of the University; Review and approve all payments to contractors, architects, and engineers; Document construction activities through photographs, written notes, and written reports of observation; Assist with follow-up on contractor warranty problems; Monitor and participate directly in the start up of building systems; Review actual construction progress against construction schedules submitted by contractors; Attend weekly, biweekly, and/or monthly contractor progress meetings for each project.
Function Administrative

Assembles deferred maintenance programs such as annual repairs and renovations budgets. Manages and organizes input from various departments and facilitates participation in decision making. Implements programs by assembling final documents leading to funding and culminating in the creation of various capital, as well as in-house, projects. Assists the Associate Vice Chancellor in preparing the biennial Capital Improvements Budget Request. Responsible for capital improvement status reports and other reporting requirements (INTERSCOPE, HUB/MBE, etc.). Responsible for making determinations on regulatory issues such as ADA, asbestos and lead paint. Activities include final on-site assessments as well as engaging outside consultants. Coordinates efforts with other engineering staff and Facilities Management maintenance personnel in troubleshooting systems operating problems on campus.

Budget/Control:
Maintains methods of ensuring construction budget control such that projects are completed within established budgets. Reviews change orders and design contract amendments issued during construction of University projects. Negotiates the value of change orders if required. Provides recommendations to the Associate Vice Chancellor of Facilities for approval/signature by the Vice Chancellor of Administration and Finance. Change orders are further reviewed by UNC-General Administration or the Office of State Construction.
